TESCO Meter Manager: Scheduling and Routing

TESCO Meter Manager: Scheduling and Routing is the first scheduling, routing and dispatching system designed specifically for metering. Rather than trying to adapt a system designed for cable television installers or telephone repairman to the very different needs of meter technicians, TESCO built a system from the ground up for metering.

TESCO Meter Manager: Scheduling and Routing integrates seamlessly with your existing Customer Information System. The system will even work in a hybrid mode where some jobs are scheduled externally and some internally. For example, you might have an enterprise scheduling system that would be used to schedule customer complaint tests, while routine work was scheduled by TESCO Meter Manager: Scheduling and Routing. If you're using SAP, TESCO Meter Manager: Scheduling and Routing can receive work orders from SAP, and send the results back.

TESCO Meter Manager: Scheduling and Routing accommodates different work schedules, and accounts for vacations, training, upgrades, safety meetings, and other activities that make technicians unavailable for fieldwork. It will even text message the supervisor if the meter technician calls in sick and has high priority work scheduled for that day.

You can use TESCO Meter Manager: Scheduling and Routing to plan vacations and time off, or you can integrate it with your existing HR system. Either way, schedules for all your technicians are only a click away.

TESCO Meter Manager: Scheduling and Routing can use the type of work and the type of service to find a meter technician who has the necessary skills to complete the work order. Skills may be defined very broadly, or very specifically, depending on your needs. For example, you can define a skill for installing polyphase meters, or you could define a skill for installing 9S communicating meters, or a skill for installing a Landis & Gyr S4e 9S meter – the choice is yours. The system also ensures that the technician assigned to the job has any required equipment.

You can assign each meter technician in a specific territory, or you can share a geographical area between many technicians. Work is routed to optimize efficiency and minimize windshield time while meeting all due dates and KPIs.

You can have each technician's day preplanned or you can use more dynamic routing, where each technician is assigned a new job when he completes one, based on the remaining time in the workday, the estimated time for the possible jobs to do next and the drive time accounting for current traffic conditions. As always, TESCO Meter Manager: Scheduling and Routing fits the way you work, not the other way around.

If you are also using the TESCO Meter Manager: Field Module, work will download directly in to the technician's laptop or handheld, but TESCO Meter Manager: Scheduling and Routing can also be used with other field work order systems, and will generate paperwork orders for later manual entry of results.

TESCO Meter Manager: Field Module

TESCO Meter Manager: Field Module can operate on several different levels of complexity. In simplest mode, the system is suitable for a field service rep (meter tech) to perform turn ons, turn offs, pickup reads, and single phase self-contained meter changes. In a more sophisticated mode, a primary meter technician can do blind verification of CT and PT/VT serial number verification, primary and secondary phase angles, including vectoring, panel voltages, accuracy tests, GPS coordinates of the meter, and even drawings or photographs which are attached to the job. No other system in the world is as capable for metering work. It runs on either a ruggedized laptop or handheld device. With wireless connectivity, it works in real time, but also works in batch mode when needed.

Because the Field Module was designed specifically for metering, the system is able to enforce business rules about what tasks should be performed based on the work order type and type of service. For example, if you perform annual field tests of large instrument rated accounts, you could configure the system to only consider a job complete if meter accuracy tests, ratio checks, phase angles, voltages, and blind CT and PT/VT serial number verification were done. The technician is always able to exit a job, even if he is unable to perform the required work, but the job is flagged as incomplete and an exception is generated.

TESCO Meter Manager: Field Module's built-in document control system allows you to transition to electronic documents with full ISO 9001:2008 compliant document control. Field bulletins, policies and procedures, safety instructions, any other type of document can be distributed, even videos.

TESCO Meter Manager: Field Module's integrated mapping provides turn by turn instructions to the technician while avoiding the tedious address entry of a conventional GPS. Where available, detailed satellite imagery and street-level photographs allow the technician to familiarize himself with the area and available parking in advance.

When connected wirelessly, you can view completed and pending jobs and the technician's current location in real time, including a "bread crumb" GPS trail if desired. You can even set the system to notify you if one of your technicians does not arrive at a job when scheduled, which is also an important safety feature.

Safety is always a top concern in TESCO Meter Manager: Field Module. Work cannot be assigned to a technician who has not been trained and approved to do this type of work on this type of service. Access instructions, key numbers, dangerous customer warnings, and dog information, where available in your CIS, or maintained within the system, is displayed to the technician.

TESCO Meter Manager: Tool Tracking and Management

TESCO Meter Manager: Tools is a comprehensive inventory control and management system for all tools used by many technicians, from a Phillips screwdriver to a metering standard. Both serialized and non-serialized tools are supported as well as calibrated and non-calibrated. You can even track personally owned equipment.

TESCO Meter Manager: Tools tracks all the tools for each technician, truck, service center, and any other inventory location. If the technician moves, his tools move with him. If a truck is reassigned, the tools move as well.

All testing and calibration of equipment is managed. Simply set up the required calibration intervals for each type of equipment and the system will automatically schedule and manage the calibration. You can test and return, swap out new for old, or give loaners during test – however you manage your test equipment, TESCO Meter Manager: Tools can handle it.

If you are sending out new equipment and are expecting the old equipment back, the system will automatically notify you if it has not been received by the expected date. Nothing slips through the cracks - if something goes missing or is not returned, you'll know about it.

Failure of any equipment is tracked in detail, as is lost, stolen, or damaged equipment. If any technician is having excessive equipment issues, an exception is generated for management review.

Warranty information can be entered, in which case the system will automatically know if any failed equipment is under warranty and will manage the warranty repair process.

You can define the required equipment for each job classification. If a meter technician is moving from single phase to polyphase, you can instantly generate a list of additional equipment required.

When integrated with TESCO's other Meter Manager modules, you can define what tools are required for specific work orders or work order types and the system will ensure the technician has the required equipment before he is assigned to the job.

TESCO Meter Manager: Personal Protective Equipment

TESCO Meter Manager: Personal Protective Equipment module is the only inventory control and management system for Personal Protective Equipment designed specifically for the electric utility industry. Managing Personal Protective Equipment is challenging for any utility but TESCO Meter Manager: Personal Protective Equipment makes it a lot easier.

Rubber gloves, sleeves, face shields, hot sticks, or any other safety equipment can be tracked. Both serialized and non-serialized Personal Protective Equipment is handled by the system. Simply set up your testing schedule and you can be sure that all equipment is swapped out on time and all of the old equipment is returned.

TESCO Meter Manager: Personal Protective Equipment module tracks all the Personal Protective Equipment for each technician, truck, service center, and any other inventory location. If the technician moves, his Personal Protective Equipment moves with him. If a truck is reassigned, the Personal Protective Equipment moves with the truck.

If you do mass swap outs in each service center, the system will automatically generate the appropriate inventory list, making sure everybody gets the correct size of each item. If you're shipping items, the system will track that also.

Individual pieces of safety equipment that are due to be returned are tracked, and you can hold people accountable for equipment they have not returned. People like to keep extra equipment, but that could be costing you tens of thousands of dollars or more. Real-world use of the TESCO Personal Protective Equipment Manager has shown the system can pay for itself in less than a year through better inventory control.

The testing of Personal Protective Equipment can also be tracked by the system. Premature failure is automatically identified and reported.

If the technician requires replacement Personal Protective Equipment due to theft, loss, or damage, he can submit his request electronically, and be notified when his equipment is available for pickup or has been shipped. He can even attach a photograph and scanned documents, such as a police report, to his request.

If your Personal Protective Equipment is barcoded, you can use the systems integrated scanner support to quickly scan items in and out of inventory.

When integrated with TESCO's other Meter Manager modules, you can define any special safety equipment that is required for specific work orders or work order types and the system will ensure the technician has the required safety equipment before he is assigned to the job.

TESCO Meter Manager: Meter Inventory

TESCO Meter Manager: Meter Inventory is a comprehensive inventory control system for meters, CTs, PT/VTs and other serialized meter equipment. Designed to work in conjunction with any enterprise or legacy systems, TESCO Meter Manager: Meter Inventory tracks your meter inventory for all of your technicians, trucks, and service centers.

The system is designed to handle any serialized energy measurement equipment. All items are assigned to a location. That location can be a field location, a truck, a meter shop, a district warehouse, even the manufacturer (if something is returned for warranty). Items can be scanned in and out of locations. TESCO Meter Manager opens all bar code scanners as bar code scanners and not keyboard emulators so you may use tethered or untethered scanners and as long as the record is open, the data will be automatically entered into the inventory record as items are scanned in or out.

If you have equipment that you presently do not have inventory information on in legacy systems TESCO Meter Manager can assign pseudo numbers to put in place holds and the actual serial numbers can be added over time. Given the rate of change in technology and features under glass in the field, TESCO Meter Manager: Meter Inventory has also been designed to allow for new items to be added to the Meter Inventory that have not even been introduced to the industry yet.

TESCO Meter Manager: Meter Inventory is flexible enough to accommodate your work processes. If your technicians pick up their own inventory at the start of the day, then the system will let them know what they need and allow them to scan meters into inventory. If you have other personnel pre-load trucks with necessary inventory each morning, the system accommodates that. If you don't have network access when loading your trucks, don't worry, use our handheld computer with a wireless barcode scanner to scan the meters off and on the truck, and then upload the information back in the office.

Electronic meter orders for meters set in the field will automatically be populated with all the correct meter attributes from TESCO Meter Manager: Meter Inventory. Accurate remove reads are important for any utility. TESCO Meter Manager: Meter Inventory includes an optional "blind" entry of remove reads when the old meters are processed. Any discrepancy between the original remove read and the second entry are automatically flagged. Showing someone a read and asking him if it is correct simply doesn't work. TESCO's system of having the read reentered without the second person knowing the correct value has been proven effective during AMI deployments, allowing data entry errors on meter reads to be caught and corrected before meter orders were processed.

TESCO Meter Manager: Training Management will manage and track all of the training for your personnel. You can define all the required training, both technical and non-technical, for every job position. Training can be one-time, or can be required on a regular basis.

TESCO Meter Manager: Training Management will ensure your people are getting the right training when they need it. For example, you can define the training required for a single phase meter technician that must be completed before they start in the position, the training that must be completed within six months of beginning the position, and training that must be repeated.

Training of everything from meter installation to bucket truck use to preventing sexual harassment can be tracked and monitored. You will know at a glance who is out of compliance for training, what training is coming due, and what training has already been scheduled.

You can define very specific requirements for specific types of work orders or for specific types of meters. For example, you might have a special training session for installing a new AMI meter. TESCO Meter Manager: Timekeeping

TESCO Meter Manager: Timekeeping is a comprehensive electronic timesheet which integrates with virtually all other TESCO Meter Manager modules. The module captures on-site time, transit time, shop time and office time for all your personnel. You will know exactly how much time every job is taken and how the time was spent.

Accounting charges can automatically be determined based on the type of work, where it was done, and the business rules you define when you configure the system. Any violations of break or lunch policies will automatically be flagged. This is particularly important if a late lunch requires you to provide a paid meal.

The time records from TESCO Meter Manager: Timekeeping can be transferred automatically to your payroll system, including SAP. Often the best configuration is to have detailed timekeeping within TESCO Meter Manager, allowing you to measure technician productivity, accurately project timelines for metering projects, and staff appropriately for your workload, while exporting daily summary information for each technician to your payroll system.

If you require timesheets to be approved by a manager for submission, you can do this quickly and easily. If you're using TESCO's full Meter Manager suite, while looking at a technician's timesheet, you can view the details of the work performed with a single click.

You also have the option of geo-tagging each timesheet entry. With this option, the location where the timesheet entry was actually entered can be viewed for each entry.

TESCO Meter Manager: In Service Testing (Random Sample)

TESCO Meter Manager: In Service Testing (Random Sample) is a comprehensive system that handles every aspect of your In Service Test program. If you are considering upgrading and automating your in service test program, TESCO's experts can assist you every step of the way, from preparing PUC documentation and testimony, to preparing a business case for your management, to helping you implement. Nobody has more experience with In Service Test programs for meters than TESCO.

TESCO Meter Manager: In Service Testing (Random Sample) imports your entire meter population from your existing meter record system, including SAP. You then create sample test groups, from which the system will automatically select the correct number of tests to find a statistically significant sample.

Once meters have been selected for random test, the test can be exported to your Scheduling and Routing system. The status of each test is monitored, and you can make sure you're on track to complete your sample test program. You can set monthly goals, accounting for other projects, vacations, etc., and then track your progress. If you are unable to test some meters due to access or other issues, the system will allow you to generate additional tests to complete your sample. If there is a need to over sample, the system will automatically cancel any still pending sample tests once the required number of tests have been completed.

Extensive reporting is included, including both regulatory reports and internal reports. TESCO will work on the front end to create reports formatted for your Utility Commission and available on a single click. The manager has the option to determine when to lock a year's results, archive them and send them to the utility commission.

A full analysis module is also included to help you interpret the results. Any statistically significant failures within a test group are automatically flagged. Managers, engineers and analysts have the ability to configure and report their test data in any configuration they would like. Analysis can be performed using any fields used by the utility including across different meter types, vintages, years and geographic areas. The completely configurable reports and analysis allows the utility to perform in-depth and highly customizable analysis without requiring any outside assistance or programming support. TESCO Meter Manager: On-Line Personnel Training Module

TESCO Meter Manager: On-Line Personnel Training Module will help to properly train your metering personnel. This is a full computer-based training module, allowing your technicians to complete much of their training within an interactive on-line environment. The module uses TESCO's eLearning Engine, our computer aided instruction system that has been used by over 60,000 students. Courses are given via a web browser, and include audio and video, interactive exercises after every lesson, and a final exam. Time spent is tracked and recorded, as are the results of every quiz and exam.

TESCO can adapt your existing training and convert it to computer based training. However, you can also take advantage of TESCO's decades of experience in metering, and have us customize our existing metering training to your particular needs. We can also convert your existing training modules to the TESCO Meter Manager On-Line Training Module.

The On-Line Personnel Training Module can be used in conjunction with other TESCO Meter Manager modules to ensure that work cannot be assigned to a technician who has not been trained and approved to do a particular type of work on a particular type of service. The system can be used to help build and document computer based training in all aspects of your operation including ISO training.

You can host the courses on your own corporate servers, or you can have TESCO host them for you, where they will be available 24x7. With our hosted option, your staff can have the option of studying at home, or you can limit access to your corporate network – the choice is yours.

The courses are engaging, with narrations, animations, and interactive exercises to reinforce the concepts presented. Use them as a primary form of instruction, or as an adjunct to classroom training. Besides technical training, first aid, fire safety, driving safety, or any other course, can be included.

TESCO Meter Manager: Site Verification

TESCO Meter Manager: Site Verification is a comprehensive package for inspecting and verifying your large commercial and industrial accounts.

It begins with a full inventory of all installed devices, including blind verification of CT and PT/VT serial numbers. Panel wiring verification is included, with all your standard wiring diagrams available for instant reference. Phase angles, as reported by the meter, or primary or secondary phase angles measured by the meter technician can be captured, and are vectored and displayed. CT ratio verification tests can be captured, as well as burden tests.

Photographs can be attached directly to the job, and stored in the database with the rest of the data. With our wireless option, the meter technician can take pictures with any camera using an SD card and have the pictures automatically added to the job in real-time without any camera docking required.

Meter accuracy tests of any type can also be done. If you're using some of the newer test sets to perform all the calculations internally, the results can be imported automatically. If you're using conventional standards, the system will do all the required calculations, and will also enforce any business rules regarding minimum duration or revs for light load and heavy load tests.

Site Verification will automatically calculate the correct billing constant based on the CT ratio, the PT/VT ratio, the dial k of the meter, and any exceptions for unusual wiring configurations. This will be compared to the expected billing constant and any differences automatically flagged.

You may also verify any other information from your Customer Information System (CIS). Any discrepancy can be identified and flagged, so it can be corrected in your CIS. This includes channel information, measurement types (KW, KWH, etc.), dial k, display digits, program ID, or anything else your CIS stores.

TESCO Meter Manager: Web Portal

TESCO Meter Manager: Web Portal is an add-in for Meter Manager that allows you to grant limited access to users either within or outside your corporation.

For example, you may wish to allow many users within your company to submit requests for meter tests. Instead of installing Meter Manager on all of their PCs, you can use Web Portal. Users simply access the system via their web browser, and can have as much or as little access to the system as you want.

Users can be strictly limited in the types of work that they can request, and they can be limited to seeing only selected portions of the results. For example, a user might be able to see if the request has been completed, but you might not want them to see the details, or perhaps you don't want them to see who actually completed the work to prevent them from contacting the meter technician directly.

The functionality within the Web Portal is comprehensive enough that you may find that only your metering department requires the full Meter Manager suite, while billing, revenue protection, and other departments use the Web Portal.

TESCO Meter Manager: Meter Shop handles every aspect of your meter shop. Track meters and other equipment through the shop. Perform any required testing, from sample testing shipments to 100% testing.

You can import manufacturer test data, import test data from your meter test boards, and enter test information directly.

Today's meters require more than just an accuracy test – you can capture test information for mesh radios, ZIgBee modules, remote disconnects, cellular modems, or any other component of the meter.

All the components attached to a meter can be tracked. This can include permanently mounted components, such as a mesh radio with its own ID, and removable components.

TESCO Meter Manager: Meter Records

TESCO Meter Manager: Meter Records provides a repository for all the information you need to track about your meters and other metering devices. It can act as the system of record, keeping all the information about your devices, or can work in conjunction with your enterprise system, keeping the important meter attribute information that most enterprise systems cannot.

You may configure the system to store any information you wish about your metering equipment, from the basics such as meter form, amps, voltage, display type, and suspension, through complex relationships between a meter and HAN devices.

If you're implementing AMI, you need a system that understands the complexity of today's meters. You need to know channel information, radio and network IDs, paired devices such as in-home displays, thermostats, load control devices, or connected appliances.

CT and PT/VT information and their relationship with the meter is captured, the system automatically calculates the correct billing constant, even for unusual wiring configurations where the billing constant is not simply CT ratio * PT/VT ratio * Dial K.

If you still have TOU meters (w/o interval data) in the field, all the register information is captured, as well as calendar and program information. You can even track battery replacements and have the system generate work orders to replace batteries and end-of-life.

Orders for new meters can be tracked from initiation through to acceptance in the meter shop through field deployment. Readers can be initially tracked by quantity, and then serialized upon receipt.

TESCO Meter Manager: Performance Management is the first package ever designed specifically to analyze and evaluate the performance of meter technicians,

Safety, productivity, KPI performance, work quality, and the results of field visits and other inspections are all tracked. All of these are very complex to evaluate. Productivity must be measured in the context of the work being performed. Completing a billing complaint on an instrument rated panel for commercial customer cannot be compared to completing a billing complaint on a 2S meter for residential customer. Both the type of work and the type of service are used to provide a true "apples to apples" comparison between meter technicians. Driving distances and times are also compensated for automatically.

All safety incidents can be tracked, and reported on at both the individual level, and at any level within your organization, such as district, region, AOR, or any other geographical or administrative division in the organization. If you have safety KPIs, KPI performance is also tracked.

A sophisticated rules-based KPI system allows you to track your most complex KPIs without any custom programming required.

The quality of the actual work performed by your meter technicians can be assessed in a number of ways. Any field inspections that you perform can be included in the analysis. The system can also generate a random sample of jobs for each meter technician to be inspected after the fact. You can limit these two specific types of work, such as new service wiring jobs on CT panels. You can also limit field inspections to specific technicians, if desired. The results of all inspections are recorded and tracked.

If you are also using our field system to capture the details of the work performed in the field, you have the option of having a meter analyst review specific job types within the system. Because the system captures every detail of the work performed in the field, this can be an effective tool to improve the quality of work and ensure all policies and procedures are being adhered to.
